An opportunity is a funding notice or program record. Eligibility is the set of mandatory conditions an applicant must satisfy. Fit is a separate judgment about alignment, readiness, timing, and strategic value.

Requirements and evidence

A requirement is an instruction, condition, field, attachment, certification, or deliverable. Evidence is the reviewable source that supports a fact, claim, decision, activity, outcome, or cost assumption.
